RFP - General Contractor Services

Request for Proposal for General Contractor Services (as needed)

  1. Bid Deadline
    Seal proposals shall be received until 2:00 PM on Friday, November 18, 2022, at the Housing Authority of the City of Rock Hill, 467 S. Wilson St., Rock Hill, SC 29730.  Proposals can be submitted prior to the deadline, but no proposals shall be evaluated until after this deadline.  Proposals can be hand delivered, e-mailed (digital format), or by mail.  No proposals will be accepted after the deadline - hand delivered, by email (digital format), or by mail delivery. 

  2. Purpose of Bid
    The objective of the proposal is to allow the Housing Authority of the City of Rock Hill, SC (hereinafter referred to as "Housing Authority") to select a firm(s) or individual(s) who will provide the required services at a fair and reasonable cost.

  3. Submission Package
    Bidders shall provide one (1) original and three (3) copies of their complete submission package in a sealed envelope or box.  On the outside should be the offeror's name and address and General Contractor License#, along with the following information.

    The proposal should be delivered or mailed to the following address and contact:

    Rock Hill, South Carolina 29730

    The submission package shall be signed by an officer of the respondent who is legally authorized to enter into a contractual relationship on behalf of the respondent, and the respondent shall affix the organization's corporate seal to these documents.  The submission package shall include the contractor's address and Federal ID#.  In the absence of Federal ID#, the bidder shall include the owner's Social Security #.

  1. Pre-Bid Conference
    A Pre-Bid conference is scheduled for Thursday, October 20, 2022, at 11:00 AM (local time). The pre-bid conference will be held virtually via the information below. Prospective Bidders are encouraged to attend the pre-bid conference. Any subject matter discussed during the conference that influences the bid requirements shall result in an amendment to the RFP.

  2. Project Administration
    All communications relative to this Request for Proposal shall be submitted via email only to Bonnie Patton, and the deadline for inquiries is no later than Thursday, November 17, 2022, end of the business day at 5:00 PM (local time).

  3. Contract/Proposal Documents
    Copies of the Proposal documents may be obtained on or after Friday, November 18, 2022, via email from Bonnie Patton, Purchasing Specialist.
