1. BID DEADLINE
   Sealed bids shall be received until 2:00 PM on Thursday, February 26, 2026, at the Housing Authority of the City of Rock Hill, 467 S. Wilson St., Rock Hill, SC, 29730. Bids can be submitted prior to the deadline, but no bid shall be evaluated until after this deadline. No bids will be accepted after the deadline, or by email (digital format), or by mail delivery. All bids are to be hand-delivered. Bid Opening shall take place immediately after the bid closes. A Zoom link will be included in the addenda for interested bidders to view the bid opening.
   
   
2. PURPOSE OF BID
   The objective of the bid is to allow the Housing Authority of the City of Rock Hill, SC (hereinafter referred to as "Housing Authority") to select a firm(s) or individual(s) who will provide the required services at a fair and reasonable cost.
   
   
3. SUBMISSION PACKAGE
   Bidders shall provide one (1) unbound original of their complete submission package in a sealed envelope or box.
   On the outside should be the offeror's name and address, and General Contractor License #, along with the following information:

   The bid should be delivered or mailed to the following address and contact:

   The submission package shall be signed by an officer of the respondent who is legally authorized to enter into a contractual relationship on behalf of the respondent, and the respondent shall affix the organization's corporate seal to these documents. Submission package shall include contractor's address and Federal ID#. In absence of Federal ID#, bidder shall include the owner's Social Security #.
   
   
4. PRE-BID CONFERENCE
   A Pre-Bid Conference is scheduled for Thursday, January 29, 2026, at 10:00 AM (local time). The pre-bid conference will be held onsite at Eastside Homes, 333 N. Jones Avenue, Apt. C, Rock Hill, SC, 29730.
   
   Prospective Bidders are encouraged to attend the pre-bid conference. Any subject matter discussed during the
   conference that influences the bid requirements shall result in an amendment to the IFB.
   
   
5. PROJECT ADMINISTRATION
   All communications relative to this Invitation for Bid shall be submitted via email only to kuniko@neighboringconcepts.com, and the deadline for inquiries is no later than Thursday, February 12, 2026, end of business day at 5:00 PM (local time).
   
   
6. CONTRACT / BID DOCUMENTS
   Copies of the Bidding Documents may be obtained on or after Thursday, January 22, 2026, from Duncan-Parnell's Electronic
