Inspire to NSPIRE Training Workshop

We, at the Rock Hill Housing Authority are excited to cordially invite you to a "FREE" training workshop! This workshop will provide valuable information on the Department of Housing and Urban Development's (HUD) and Rock Hill Housing Authority's transition to a new inspection standard for the Housing Choice Voucher (HCV) Program, that many of you know as Section 8.

The National Standards for the Physical Inspection of Real Estate (NSPIRE) inspection protocol will replace the Housing Quality Standards (HQS) inspection protocol which has been the standard inspection protocol for the HCV program for over 50 years. Starting on October 1, 2024, Rock Hill Housing Authority will begin utilizing the NSPIRE inspection protocol for all properties participating in the Housing Choice Voucher program. As we approach the commencement of this mandatory shift from HQS to NSPIRE, we acknowledge the potential concerns and uncertainties that may arise for you, our valued partners in housing. Navigating through these changes can be intricate, we want to assure you that we are committed to supporting you every step of the way during this transition.

As such, we extend an invitation for you to participate in our "FREE" training workshop entitled, "Inspire to NSPIRE" - an initiative designed to facilitate a seamless transition from HQS to NSPIRE. Our primary objective is to ensure that landlords, property owners, maintenance personnel, and agents like yourself grasp the nuances of these changes without feeling overwhelmed or misinformed.

Our guest speaker will be John Emery of US Inspection Group, LLC (USIG). Mr. Emery is one of HUD's original certified Real Estate Assessment Center (REAC) inspectors and trainers. He is also an author. This specialized training workshop is exclusively tailored for landlords, property owners, maintenance personnel, and agents, and encompasses essential resources, including a comprehensive NSPIRE Guidebook, user-friendly Compliance Checklists, HQS to NSPIRE "crosswalks," and more. Our aim is to furnish you with the knowledge and tools necessary to navigate the new inspection process with confidence.

The "Inspire to NSPIRE" training workshop is scheduled for January 29, 2024, from 8:30 am until 4:00 pm and will be held at the City of Rock Hill's Sports and Event Center Team Room located at 326 Technology Center Way, Rock Hill, SC 29730. Sign-in starts at 8:00 am and the training will start promptly at 8:30 am. Lunch will be provided, and parking is free.
